The 9th CEES was Held in Beijing: Innovative Integration of Political, Industrial

and Academic Communities and Media to Promote  Green Development for Ash Haze Dissipation

Report from CEES  The 9th (2016) China Energy and Environment Summit (CEES) was successfully held from Dec 11 to 12 at University of International Business and Economy (UIBE) to further implement the decisions of the Central Committee of the Communist Party of China (CPC) and the State Council on green development and ecological building.

The 9th CEES was hosted by the China Energy and Environment Research Center and supported by members and consulting organizations of Blue Book of CEES, including Department of Resource Conservation and Environment Protection of National Development and Reform Commission (NDRC), Department of Energy Conservation and Technology Equipment of National Energy Agency (NEA), UIBE and its Institute of International Economics, Supervisory Board of the State Council for Key and Large State-Owned Enterprises, Austria’s Embassy to China, Global Forum on Sustainable Energy, Xinhua News Agency, Shanghai Jingyu Environmental Engineering Co. and China New Energy International Alliance. Leaders and/or experts from the above organizations and China National Offshore Oil Corporation (CNOOC) and Shenhua Company, focusing on the analysis of green development, green technology and environmental governance, natural gas reform and development, energy innovation and restructuring and international cooperation, delivered speeches or communicate with each other to promote world-class green technology and advance the collaboration between China and Austria, between China and the US, and between China and international organizations. Over 200 experts, delegates and guests from political, industrial, academic communities and media took part in the 9th CEES and its sub-forum Green Technology and Environmental Governance (Sub-forum I was held on Oct 24 at Beijing Foreign Affairs Building). Prof. Zhao Zhongxiu, Director of International Low-carbon Energy Research Institute and Vice President of UIBE, hosted the opening ceremony. Prof. Lin Zhiqin, Vice Chairman and Secretary General of CEES, introduced honorable guests.

Prof. JIANG Qingzhe, Secretary General of the Party Committee of UIBE and Vice Standing President of China Petroleum Enterprises Association, delivered opening remarks. He fully recognized the achievements of CEES in previous nine years, shared the efforts of UIBE in green development, and hoped CEES could get support from the government and ministries responsible for energy and environment and more members could participate in. LV Wenbin, Deputy Director of Department of Resource Conservation and Environmental Protection of NDRC delivered a speech of “Analysis of Green Development and Ecological Building”, praising CEES for gathering many experts to strive for green development, energy conservation and environmental protection.

In “Situation Analysis of Green Development in China”, JI Xiaonan, Chairman of the Supervisory Board of the State Council for Key and Large State-Owned Enterprises, gave a speech of “Major Differences and Initial Judgement of Building Global Energy Internet”. Irene Giner-Reichl, Chairman of the Global Forum on Sustainable Energy (GFSE), Vice-chairman of the Global Network for Renewable Energy in 21st Century and Austrian ambassador to the People's Republic of China and Mongolia, addressed the “Outlook for Global Sustainable Energy Resources and Sino-Austrian Cooperation”. QI Zhixin, Head of Energy Conservation Division, Department of Energy Conservation and Technology Equipment of National Energy Agency, addressed “The Green and Low-Carbon Transformation Path of China’s Energy and Mission of Innovative Development”. Lin Zhiqin, Director of China Energy and Environment Research Center, Executive Vice-President and Secretary General of China Energy and Environment Summit and Professor of UIBE, delivered a speech of “Innovative Integration of Political, Industrial and Academic Communities and Media to Promote Sewage and Black Dirty Water Improvement to Disperse Haze Fundamentally: The Concept, Key Issue and Strategic Vision of Eliminating Ash Haze under Green Development”.

In the sub-forum on “Green Technology and Environmental Governance”, Secretary General LIN Zhiqin addressed in the sub-forum. LIU Fang, Deputy Secretary-General of CEES and Chairwoman of Sub-Forum on Green Technology and Environmental Governance, hosted the sub-forum. Chairman LU Kui, chief engineer PAN Wengang and vice general manager Shang Rong of Shanghai Jingyu Environmental Engineering Co. Ltd., chairman of Shenzhen Energy Resource Comprehensive Development Co. Ltd. DONG Yuanjia, director of the Environmental Protection Department, CNOOC Zhu Shengfeng, technical director of Inner Mongolia Yitai Group ZHANG Daihua, vice president of China Urban Construction Design and Research Institute Co. Ltd. XU Wenlong shared cutting-edge zero-emission and recycling technology of strong industrial brine.

On Nov. 12, the summit focused on natural gas and environmental governance. Secretary General Lin Zhiqin hosted the summit. GUO Jiaofeng, Assistant Director and Prof. of Resource and Environmental Policy Research Institution of Development Research Center of the State Council, gave a report of “China’s Energy Transformation and Natural Gas Development”. LIU Fang, Chairwoman of Sub-Forum on Green Technology and Environmental Governance, analyzed the general situation of environmental pollution and governance. Former chairman of China Road Transport Association YAO Mingde, senior economist of Natural Gas Market Research Department of CNPC Economics and Technology Research Institute XU Bo, and expert of China Natural Gas Industry Association He Songyao delivered speeches. Experts and delegates from UIBE Energy and Environmental Research Center, China Petroleum Exploration and Development Research Institute, China Petroleum Pipeline Bureau and China Petroleum Planning Institute exchanged views. Some partners, experts and delegates had deep communication in terms of promoting industrial and regional cooperation of CEES.

Over 100 postgraduates from over 30 universities at home and abroad, including University of International Business and Economics, China University of Petroleum, Shandong University, China Agricultural University, Tsinghua University, Peking University, Beijing Normal University, North China Electric Power University, Renmin University of China and Swiss Federal Institute of Technology Zurich, applied for interns and volunteers of CEES. Some interns directly participated in external exchanges, improving capabilities needed in society. More importantly, they set up the concept of green development and ecological building and improve creative thinking.
